Most placements start under the interim duty in section 188 of the Housing Act 1996, while the council makes its enquiries. A self-contained, nightly-paid home suits that stage: the household can move in quickly and stay together while the decision is made.
The Homelessness (Suitability of Accommodation) (England) Order 2003 treats bed and breakfast as unsuitable for a pregnant applicant or a family with children unless nothing else is available. Even then it limits the stay to six weeks. A whole house is a different kind of placement from the start.

A home is put forward only when every one of these is in place:
- It is whole and self-contained, with its own kitchen, bathroom and entrance
- Gas safety, electrical and energy certificates are current
- A fire risk assessment is in place, with detection suited to the home
- The lender, the freeholder and the insurer have agreed in writing to council placements
- The length of stay has been agreed with the council
